Leaked U.S. Strategy Indicates Possible Territorial Concessions by Ukraine to Russia

A leaked 28-point US-backed peace plan for ending Russia’s four-year war on Ukraine appears to favour Moscow, according to multiple media reports. The unpublished proposal reportedly includes recognising Crimea, Luhansk and Donetsk as de facto Russian and requiring Ukraine to surrender the entire Donbas region and reduce its army to 600,000 troops. The Kremlin says it has not been officially informed of Ukraine’s readiness for talks. US envoy Mike Waltz told the UN that the plan offers Russia “generous terms”, including sanctions relief. Meanwhile, Russian attacks continue, including a strike in Zaporizhia that killed five and wounded three.
